Dress runs small, ok quality

My dress took about two months to arrive, possibly due to the pandemic, so not the company's fault. It seems to me the dress runs small in the bust/ribcage area. I am usually a Small/Medium (36B) on top and the Medium dress was too snug. The colors are beautiful. The fabric is kind of plastic-y, but not terrible.
